A binder or welded type solar heat absorber for a heat collecting plate and one pipe is provided to achieve improved thermal absorption by using a solar light transmitting panel on a front surface of the solar heat absorber and a heat insulation panel on a rear surface of the solar heat absorber. A binder or welded type solar heat absorber(1) includes an outer frame(7) and a thermal medium transfer pipe(101). The outer frame has a front surface equipped with a solar light transmitting panel and a rear surface equipped with a heat insulation panel. A single thermal medium transfer pipe is arranged on a square heat collecting plate(104) disposed in the solar heat absorber. The thermal medium transfer pipe is bent into U or V-shape. The heat collecting plate and the thermal medium transfer pipe are attached with each other through a binder(102) or a welding process.
