An apparatus for improving picture quality and a method thereof are provided to improve the image quality of a picture effectively by improving the contrast of an input image without changing the brightness of the original image. An apparatus for improving picture quality comprises a reverse gamma compensation part(4), an APL(Average Pixel Level) calculation part(6), a lookup table(10), and an output image creation part(8). The reverse gamma compensation part(4) compensates for the distortion of an input image. The APL calculation part(6) calculates the APL value of the compensated image. The lookup table(10) contains a plurality of APL values which are classified according to groups. A CEC(Contrast Enhancement Curve) is matched to every group. The output image creation part(8) extracts a CEC corresponding to the calculated APL value from the lookup table(10), projecting it to the input image, and creates a quality-enhanced image.
