A method for manufacturing a dust collecting filter is provided to enhance flame-resistant property, conductivity, and dust-off property of the dust collecting filter, by immersing a fabric in a flame-resistant emulsion liquid, coating the fabric with a filtration emulsion liquid, and coating the fabric with an anti-dust coating liquid. A nonwoven fabric is immersed in resin fine bubbles obtained by bubbling a flame-resistant emulsion liquid, which contains water, water-soluble urethane, and a flame-resistant agent at a weight ratio of 60:5-30:10-20. The immersed nonwoven fabric is dried. At least one surface of the nonwoven fabric is coated with resin bubbles obtained by bubbling a filtration emulsion liquid, which is selected from water-soluble urethane, nitrile butadiene rubber, acryl resin, and a mixture thereof. The coated nonwoven fabric is dried. An anti-dust coating liquid is sprayed on the nonwoven fabric, wherein the anti-dust coating liquid is obtained by mixing silicon hardening resin and water at a weight ratio of 1:3-5.
