A manufacturing method of a commemoration medal using a steel plate is provided to be able to manufacture a commemoration medal having a circumferential diameter of at least 38 mm at a lower cost using a steel plate, and a press mold used in the manufacturing method is provided. A manufacturing method of a commemoration medal using a steel plate comprises: a step(100) of cutting a periphery of a steel plate into the form of a medal through a forging press to manufacture a medal workpiece; a press forming step(200) of subjecting the medal workpiece to a pressing process by a press mold to form patterns on top and bottom faces of the medal workpiece, and finishing a periphery of the medal workpiece to manufacture a medal; and a step(300) of performing a plating process on a surface of a medal formed by the pressing process. The press mold includes a mold plate including a forming hole formed in a circumferential shape of the medal, a bottom forming mold which is inserted into the forming hole, on which the medal workpiece is put, and which forms patterns on a bottom part of the medal workpiece, and a top forming mold which is inserted into the forming hole by descent of the press to form patterns on a top part of the medal workpiece by pressing the medal workpiece.
