A method for predicting a motion vector is provided to judge information about directivity from a block to be coded at present to a reference picture by granting display order information, which can acquire the directivity information of a motion vector, for each reference picture. An apparatus for determining motion vectors and a reference picture index for the present block of a picture to be decoded comprises a decoder. The decoder acquires the first motion vector and the second motion vector for an adjacent block which is located on the left side, top side or top-right side of the present block. Using the acquired motion vectors, the decoder determines the first motion vector and the second motion vector for present block. In this case, the first motion vector of the present block has the same direction as the first motion vector of the adjacent block, and the second motion vector of the present block has the same direction as the second motion vector of the adjacent block.
