PROBLEM TO BE SOLVED: To facilitate simple distribution of a specific right.

SOLUTION: An antenna 21 generates induced voltage from a magnetic field which is generated by a magnetic field generator 12 and in which magnetic flux density changes in time, and a power regenerative circuit 22 supplies power supply voltage VCCobtained by rectifying the generated induced voltage to each section of an IC card type reader/writer. A nonvolatile memory 27 stores service information 27a for providing a specific right related to a poster with the reader/writer provided to a noncontact IC card 13, and a writing controller 26a becomes to easily distribute the specific right by writing the stored service information 27a to the noncontact IC card 13 which is in a state capable of communicating by the magnetic field generated by the magnetic field generator 12. The present invention is applicable to an electronic poster.
