<P>PROBLEM TO BE SOLVED: To solve the problems that experience and ability of a person to prepare are required in preparing a power failure sheet, and that time is needed because a sequence diagram is required to be decoded and prepared. <P>SOLUTION: A support system of a power failure operation by working comprises a switching state storage means 10, a system diagram display means 1, a power failure system selecting means 2, an operating procedure display means 4, and a simulating operation means 5. The switching state storage means memorizes a switching state of a circuit breaker in an electric power system. The system diagram display means displays the switching state of the circuit breaker, and an energized state of each system on a system diagram. The power failure system selecting means selects the system of which power is interrupted, from the system diagram displayed. The operating procedure display means displays an operating procedure to switch the selected system to a power failure system.
