PROBLEM TO BE SOLVED: To reduce various labors caused by the differences in the communication protocols, between a communication processing unit and a flow rate calculation device. SOLUTION: The parameter-setting apparatus inputs a parameter to a flow rate calculating device 100 via a communication processing unit 5 that includes a parameter-setting unit 2, comprising a parameter input section 23 for inputting the parameter, a parameter conversion section 24 which converts the parameter inputted by the parameter input section 23, into a parameter available in the flow rate calculating device 100 and a protocol conversion section 25, which converts the parameter inputted from the parameter converting section 24 into a form that corresponds to the communication protocol between the communication processing unit 5 and the flow rate calculating device 100; a storage unit 4 for storing the parameter inputted from the parameter input unit 2; and the communication processing unit 5 for inputting the parameters stored in the storage unit 4, to the flow rate calculation device 100.
