An electronic circuit system having a system on chip(SOC) and a method for manufacturing the system on chip are provided to enable to be use even though the system has a defective built-in memory. A system on chip(SOC)(100) includes at least one port connected to an external memory, a built-in memory(104) and a control circuit. The control circuit performs a test to check a defect of the built-in memory, and is connected to the built-in memory or the port selectively according to the defect of the built-in memory. The control circuit includes a logic circuit(101), a memory controller(102) and a switching circuit(103). The logic circuit performs the test for the built-in memory, and generates a state signal indicating the defect of the built-in memory. The memory controller controls access to the built-in memory. The switching circuit connects the memory controller to the built-in memory or the port selectively in response to the state signal.
