<p><P>PROBLEM TO BE SOLVED: To provide a voltage sensor which can improve the accuracy of measuring the voltage of an object under measurement in electromagnetic field. <P>SOLUTION: On an optical crystal substrate 101, an inner electrode 210 is arranged between optical waveguides 202b, 202c in parallel therewith, while outer electrodes 209a, 209b are arranged outside the optical waveguides 202b, 202c so that they sandwich the optical waveguides 202b, 202c, respectively, with the inner electrode 210 being shared.
