<p><P>PROBLEM TO BE SOLVED: To provide a winding bind attachment/detachment tool which can easily be attached to the tip of an operation rod, is small in size and simple in structure, can easily and inexpensively perform winding work to a winding bind and removal work from a cable, and can improve work efficiency. <P>SOLUTION: This winding bind attachment/detachment tool is used for the attachment and detachment of the winding bind for fixing the cable to an insulator, and constituted of: a base which is detachably connected to the tip of the operation rod at its one end, and has a first rotating shaft orthogonal to the axial line of the operation rod at the other end; and an elevator body which is turnable on a virtual plane including an axial extension line of the operation rod, or on a virtual plane which is adjacent to the virtual plane almost in parallel therewith, made to abut on the peripheral surface of the cable, and constituted so as to exert the operation force of the cable in the circumferential direction to the winding bind with an abutment point as a fulcrum.
