PROBLEM TO BE SOLVED: To realize a communication implementation restricted area, to enable a specific communication to be implemented even within the communication implementation restricted area, and to attain adaptation to introduction to a commercial mobile communication system. SOLUTION: A communication implementation restricting apparatus 30 includes a base station device communication unit 31 for receiving radio resource allocation information, transmitted from a base station device; a discrimination unit 332 for discriminating whether to restrict the implementation of a communication to be performed by a mobile station device; a radio resource allocation information generating unit 333 which generates radio resource allocation information for allocating at least one radio resources disabling a mobile station device to communicate with the base station device, when the mobile station device uses the radio resource, based on the radio resource allocation information received, according to the result of the discrimination due to the discrimination unit 332; and a mobile station device communication unit 32 for transmitting, to a mobile station device, the radio resource allocation information generated by the radio resource allocation information generation unit 333.
