PROBLEM TO BE SOLVED: To more surely limit operations which can be done by each user. SOLUTION: An operation user specifying unit 142 specifies an operation user who operates an operation means which is operated by the user without input of a password by the user based on user specifying information which specifies the user. A limitation control unit 145 discriminates whether operation of the operation means by the operation user is limited/permitted operation based on limited/permitted operation information. The limited/permitted operation information shows that the user who is corresponding to the user specifying information which specifies the operation user, is limited/permitted to operate the limited/permitted operation. Moreover, the limitation control unit 145 limits or permits processing performed corresponding to the operation of the operation means by the operation user when the operation of the operation means by the operation user is discriminated to be the limited/permitted operation.
