PROBLEM TO BE SOLVED: To provide a fixing device in which energy saving and higher image quality due to high speed rising from the state without remaining heat can be simultaneously achieved, and an image forming apparatus equipped with the same. SOLUTION: The fixing device for fixing the unfixed image on transfer paper P is equipped with a pressing means 3 having an elastic layer 3a of a fixing roller 1 on the downstream side in the conveyance direction of the transfer paper P, an external heating means 5 for heating the surface layer of the pressing means 3.
