PROBLEM TO BE SOLVED: To provide a rotary valve capable of improving riding comfort in a vehicle even when the expansion/contraction speed of a shock absorber is in a low speed range. SOLUTION: A rotary valve comprises a cylindrical housing 3 having a port 6 for communicating between the inside and outside on the side part and a cylindrical valve element 10 having an orifice hole 11 which can be opposed to the port 6 on a side part accommodated in the housing 3 so as to be turnable in a peripheral direction, and changes a flow passage area formed by communicating between the port 6 and orifice hole 11 by turning the cylindrical valve element 10, wherein the cylindrical valve element 10 has one or more rotation stop position disposed between rotation stop positions having a minimum flow passage area and having a maximum flow passage area and one or more rotation stop position which divides into equal parts an angle from the rotation stop position having the minimum flow passage area to the rotation stop position having the maximum flow passage area. When passing flow rate is the same, the pressure loss in the rotation stop position taken by the cylindrical valve element 10 from the minimum flow passage area to the maximum flow passage area is arithmetically changed.
