PROBLEM TO BE SOLVED: To quickly cope with troubles such as camera failures and the review or the like of a power feeding system for a monitoring camera system. SOLUTION: A video transmission flag showing that it is in the middle of monitoring, and a power-supply feeding flag showing that a power supply is normally turned on are provided so as to determine whether or not there is an abnormality in the disconnection of the power supply on the basis of the detection result of each flag when the power supply is turned on. When the power supply is disconnected due to the abnormality, the system is started in a management mode that allows only a camera manager 105 to be accessible so as to quickly execute the cause investigation of the power-supply disconnection and countermeasures against the abnormality in the system.
