PROBLEM TO BE SOLVED: To provide a data transmitting device capable of increasing security for tapping as to secret communications using Y-00 protocol. SOLUTION: The data transmitting device is equipped with a multi-value code generating unit 111 which generates from key information 11 a multi-value code row 12 whose signal level varies nearly like random numbers, a multi-value processing unit 112 which generates multi-value signals 13 with a level corresponding to a combination of information data 10 and the multi-value code row 12, an error signal generating unit 113 which generates error signals 21 changing randomly, a summation unit 114 which sums up the error signals 21 and outputs the summed error signals 22, an addition unit 116 which adds the summed error signals 22 to the multi-value signals 13 and outputs variable multi-value signals 23, and a modulation unit 117 which modulates the variable multi-value signals 23 into the modulated signals 14 and outputs them.
