PROBLEM TO BE SOLVED: To provide a counter weight which can prevent a pipe arranged therein from being deformed. SOLUTION: A shell filler weight shielding body 22 is formed of a plurality of slabs that are not deformed even if the weight of a shell filler is imposed thereon, in an external shell 21 in which the shell filler such as concrete or iron powder is filled. The shell filler weight shielding body 22 is formed of lower-stage slabs 25 each having a pipe mounting space 24, intermediate-stage slabs 27 each having a pipe arrangement space 26, and an upper-stage slab 28 for closing the pipe arrangement spaces 26. Thus a series of spaces that can shield the weight of the shell filler is formed in the external shell 21 by enclosing the slabs. Then locators 31 for positioning both ends of each pipe are arranged in the space enclosed by the shell filler weight shielding body 22, and a pipe 32 to be connected to heat exchanging equipment or to hydraulic equipment mounted on the locator 31, is also arranged.
