PROBLEM TO BE SOLVED: To provide a technology for stably producing a sufficient amount of fine bubbles in the entire tank, in a fine bubble producing apparatus wherein a gas-dissolved liquid is formed by pressurizing and agitating liquid introduced with gas by a gas introducing part by a liquid pump, and the gas-dissolved liquid is decompressed by a decompressing part and supplied to the tank to generate fine bubbles in the liquid stored in the tank. SOLUTION: This fine bubble producing apparatus is provided with: a gas introducing amount adjusting means 6 adjusting a gas introducing amount from the gas introducing part 5; and a state detecting means 31 detecting the state of the liquid pump 10. Gas introducing amount setting is performed for setting the gas introducing amount to liquid W by the gas introducing amount adjusting means 6 to keep the state of the liquid pump 10 detected by the state detecting means 31 within a target range in fine bubble producing operation, by a control means 32.
