A method for preparing a water vein-blocking functional coating agent is provided to obtain a functional coating agent having water a vein blocking property, an anion emitting property and a good water repelling property which is applied to a floor material. A method for preparing a water vein-blocking functional coating agent comprises the steps of mixing 100 g of an aluminum powder, 100 g of a copper powder and 100 g of a nickel powder to prepare a metal powder composition; mixing 100 g of a stone powder radiating negative ions and 500 g of a biotite composition to prepare a mineral composition; mixing the obtained mixture with 200 g the metal powder composition and 500 g of the mineral composition; and mixing the obtained mixture with 1,000 g of a water-soluble urethane resin (solid content of 40 %).
