<p><P>PROBLEM TO BE SOLVED: To control the total code amount of the frame as a whole, while satisfying a target code amount by efficiently selecting the code amount from either a DCT path or a DPCM path. <P>SOLUTION: Either of a first compression system for quantizing an input picture signal by respectively different quantization steps or a second compression system, having a compression ratio lower than that of the first compression system and reduced at its loss, is selected in each block that is an encoding system selection unit, a selection signal of the selected compression system is generated, a code amount based on the first compression system or the second compression system is captured, according to the selection signal generated, and code amounts captured, via a switching means are added in each block for computing the total code amount of each equal length unit. The total code amount, calculated in each quantization step, is interpolated linearly so as to control the total code amount so that it approximates the target code amount, and the first compression system or the second compression system is selected in each block, according to the controlled total code amount and encoding is carried out. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
