PROBLEM TO BE SOLVED: To provide a fill-in-the-blank question creating device capable of creating fill-in-the-blank questions wherein the position of the blanks to fill with an answer can be freely set. SOLUTION: The fill-in-the-blank question creating device comprises: a memory storing, for each operator of a terminal device, an original text for creating the fill-in-the-blank question transmitted from the terminal device via a communication network; a means instructing the operator to specify the position to set a blank in the original text; a means judging, when the position to set the blank is specified, the position of the specified blank in the original text; a question text processing means creating a question by setting the blank in the original text according to the judged position of the blank; and a display instructing means making the terminal device display the question text stored in the memory.
