PROBLEM TO BE SOLVED: To provide a hologram recording and reproducing apparatus and a hologram recording method which have high recording/reproducing speed. SOLUTION: A movable mirror 16a changes the incidence angle of reference light and signal light made incident on the objective lens 28 to the optical axis of an objective lens 28. Then, while the motion of a hologram recording medium 48 is stopped, every time the angle of the turning of the movable mirror 16a reaches a plurality of prescribed angles, a plurality of holograms corresponding to recorded data are formed on a hologram recording medium 48, and every time the angle of the turning of the movable mirror 16a reaches the prescribed angles, the recorded data are reproduced from each of the plurality of holograms.
