PROBLEM TO BE SOLVED: To provide a structure and a manufacturing method of a reflection-type light polarizing/diffusing film the luminance of which is improved drastically by returning a blocked light beam to an original light path to recover/use the returned light beam. SOLUTION: The method for manufacturing the reflection-type light polarizing/diffusing film comprises the steps of: forming a light blocking/reflecting layer on a substrate; forming many grooves on the light blocking/reflecting layer so that the tip of each groove reaches the substrate and a light beam is made to pass through each groove; and forming a light diffusing layer on the groove-formed light blocking/reflecting layer. The light beam the vibrated direction of which in an electric field is made perpendicular to the axial direction of the light blocking/reflecting layer can be blocked by the electric field of the counter direction to be induced by the light blocking/reflecting layer and the light beam the vibrated direction of which is made parallel to the axial direction of the light blocking/reflecting layer can be made to pass through each groove by the grooves of the light blocking/reflecting layer and an electromagnetic wave to generate a polarized light beam.
