PROBLEM TO BE SOLVED: To subject HD video signal to phase synchronization with the reference signal of an SD video signal, in a short time. SOLUTION: A synchronization separation device 22 separates the horizontal synchronization signal and the vertical synchronization signal from the reference signal. A video baseband processor 30 operates, according to the clock from a VCXO 32 and generates an HD video signal from the image signal from an imaging unit 28. A synchronization separator 36 separates the horizontal synchronization signal and the vertical synchronization signal from the HD video signal. A rate converter 38 generates a synchronization signal of the horizontal scanning frequency of an SD video signal, from the horizontal synchronization signal. A phase comparator 24 compares the phases of the horizontal synchronization signals, from devices 22, 38, and a PWM device 42 controls the frequency of the VCXO 32 according to output of a circuit 24. A phase comparator 26 compares the phases of the vertical synchronization signals from devices 22, 36 with each other, and a line detection circuit 44 converts the phase difference from a circuit 26 into number of lines.
