PROBLEM TO BE SOLVED: To provide a skin-pasting agent containing various active ingredients together with a hydrogel sticky base agent and a skin-pasting agent sheet equipped with such the skin-pasting agent on a substrate material sheet such as a nonwoven fabric, etc., while maintaining the advantageous points of an aqueous gel, equipping also the characteristics of oily gel, dispersing the active ingredients stably even if they are oil-soluble components, and also while equipping both of the aqueous and oily components to the gel, forming the gel suitably. SOLUTION: This skin-pasting agent is provided by incorporating the hydrogel base agent, oily components, water and a polymeric emulsifying agent consisting of an inulin carbamic acid ester or inulin fatty acid ester in the agent.
