A method and an apparatus for compressing and decompressing low-complexity images are provided to lower the complexity of an image encoder/decoder system by compressing or decompressing image data using either a PCM(Pulse Code Modulation) scheme or a DPCM(Differential PCM) scheme selectively. A data compression device(21) comprises a mode selection part(63) and the first encoding part. The mode selection part determines one among many modes to compress the present data according to regular standards. The first encoding part compresses the present data by obtaining the difference between the present data and reference data selectively according to the determined mode. In this case, the first encoding part compresses the present data by cutting some of the present data selectively according to the determined mode. The data compression device only outputs the obtained difference as the compressed data of the present data when the obtained difference can be expressed as fixed-length bits.
