PROBLEM TO BE SOLVED: To provide an explanatory voice generation apparatus, creating voice of explanatory broadcasting program in a short period of time at low cost. SOLUTION: An explanatory broadcasting program generation apparatus (the explanatory addition voice generation apparatus) 1 comprises: a voice synthesis means 14 for generating explanatory voice by synthesizing voice on explanatory manuscript (a text data) relating to a content of a video image; a voice analysis means (a section detecting means) 13 for detecting a voice section (a voice sound section) which is a voice section of voice sound, and a pause section which is a section having no-sound or only background sound, from video image voice which is voice of the video image; a speech speed conversion means 15 for converting speed of explanatory voice, base on the length of the pause section; and a voice connecting means (a voice addition means) 16 for adding the explanatory voice with speed converted.
