PROBLEM TO BE SOLVED: To provide an electro-optical device and a scanning optical device capable of giving a large deflection angle and suppressing the cost. SOLUTION: The electro-optical device 1 comprises: an optical element 13 at least partially comprising a dielectric crystal that generates a refractive index distribution by a voltage applied thereto; and electrodes 11, 12 disposed on one face 13a of the optical element 13 and on the other face 13b opposite to the first face 13a, wherein the exiting end face 14 of the optical element 13 forms angles that are not right angles with the first face 13a and other face 13b.
