PROBLEM TO BE SOLVED: To provide an operational device of an internal inspection apparatus for a tubular structure and an operational method having a simple structure and allowing its assembly and disassembly in a short time. SOLUTION: The operational device includes a suspension frame 55 mounted so as to protrude upward from a top part of an exhaust stack 3, a pulley device 57 which is supported by the suspension frame 55 and keeps a suspension position displaceable between a position above the internal space of the exhaust stack 3 and a position above the external space, and a winch 53 installed on the exhaust stack 3 and suspending the inspection device 19 via the pulley device 57.
