PROBLEM TO BE SOLVED: To provide a rotary vane type helm machine capable of rapidly and reliably detecting the breakage of a seal from the outside. SOLUTION: A directional selector valve 9b for changing a working fluid feed destination to either working fluid chambers 5a, 5c of a first group or working fluid chambers 5b, 5d of a second group, and a control hydraulic pump 9g for feeding control hydraulic pressure for controlling the change of the directional selector valve 9b from a control hydraulic line 9i to the directional selector valve 9b are provided in a hydraulic circuit for feeding working fluids to the working fluid chambers 5a-5d. A pilot oil inlet 13a of an impact-proof valve block 10 having impact-proof valves 8c, 8d is made to communicate with the control hydraulic line 9i. A pressure detection valve 21 is provided in the control hydraulic line 9i. When the hydraulic pressure in the control hydraulic line 9i is dropped below a specified value, the pressure detection valve 21 shuts off a flow passage from the control hydraulic line 9i to the pilot oil inlet 13a.
