<p><P>PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus which can solve problems such as toner splashing and scumming caused by toner separated from a carrier at the transfer of a developer and can obtain stable images. <P>SOLUTION: The developing device 1 includes a plurality of developer carriers opposed to a latent image carrier 2, arranged in parallel along the rotational direction of the latent image carrier 2 and having a plurality of magnetic poles in their insides. In the device, on the downstream part in the rotational direction of an upstream developer carrier 13 from the nearest portion C1 connecting the center of the upstream developer carrier 13 arranged on the upstream side in the rotational direction of the latent image carrier 2 and the center of the downstream developer carrier 14 arranged on the downstream side, the developer is transferred from the upstream developer carrier 13 to the downstream developer carrier 14.
