PROBLEM TO BE SOLVED: To confirm that equipment is at a power saving state in optional timing in control of network equipment having a power saving function.

SOLUTION: A bit pattern/packet for confirming that the equipment is at the power saving state is defined, the bit pattern/packet is transmitted periodically or at starting on the controller side and a response is returned while maintaining the power saving state when the bit pattern/packet is received at the power saving state on the equipment side.
