PROBLEM TO BE SOLVED: To place a protection resistor on each base cell without increasing a chip size in a semiconductor circuit device having a gate array composed of a plurality of base cells. SOLUTION: In a matter which functions as either or both pullup or pulldown among a plurality of base cells 1, a place where the power source wiring 2 does not contact within a p<SP>+</SP>-diffusion area 7 is set as a pullup contact 13, and a path through the p<SP>+</SP>diffusion area 7 is formed between the power source wiring 2 and pullup contact 13. The p<SP>+</SP>-diffusion area 7 is used as a protection resistance 15. Moreover, a place where ground wiring 4 does not contact with in an n<SP>+</SP>diffusion area 9 is set as a pulldown contact 17, and a path through the n<SP>+</SP>-diffusion area 9 is formed between the ground wiring 4 and pulldown contact 17.
