<P>PROBLEM TO BE SOLVED: To provide a map information providing system for providing map information in a facility to a terminal device. <P>SOLUTION: An exit and entry management device 101 included in the map information providing system is installed in an entrance or the like of a theme park, and determines whether it allows passage when a cellular phone is held up over an IC card reading part 102, and recognizing that it is the cellular phone connecting an IC card by non-contact.
