PROBLEM TO BE SOLVED: To provide a manufacturing method of a flat electrochemical cell showing a stable sealing and insulation performance. SOLUTION: This is a manufacturing method of a flat electrochemical cell 1 in which a flat electrochemical cell main body 2 is filled in a packaging material in which a base material layer 6, a metal foil layer 7 having at least a formation treatment layer 7a on one side, and a thermal adhesive resin layer 8 are at least laminated in order, and then, closely sealed. A heat treatment process to apply temperature of melting point or more of the thermal adhesive resin layer 8 on the peripheral seal portion 10b after filling and closely sealing the flat electrochemical cell main body is provided.
