PROBLEM TO BE SOLVED: To provide a controller for a throttle valve, which avoids a malfunction of being unreturnable to a fully closed position by an energizing means, and improves control accuracy of the throttle valve. SOLUTION: The controller for the throttle valve is provided with: the throttle valve 13 turnable in both directions from the fully closed position fully closing an intake passage 12; a pulley 21 provided turnable integrally with the throttle valve 13; a first actuator 22 connected to the pulley 21 via wires 27, 28 to turn the pulley 21 in an (a) direction; a first return spring 23 energizing the pulley 21 in a b direction being the opposite direction; a second actuator connected to the pulley 21 via a wire 29 to turn the pulley in the b direction; and a second return spring 25 energizing the pulley 21 in the (a) direction. The operation of at least either the first actuator 22 or the second actuator 24 is controlled such that an opening of the throttle valve 13 based upon the fully closed position is adjusted.
