PROBLEM TO BE SOLVED: To solve the problem wherein irregularity in a lubricant applied on the surface of an image carrier by a minute gap of a brush hair occurs to generate image irregularity and image defect. SOLUTION: A metal roller 252A is contacted on the upper end of a cam face 256f1 of a swing cam 256f to contact a swing shaft 252A on the lower end. When the swing cam 256f is rotated, since an inclination to a cam face 256f2 of the cam face 256f1 is exchanged at the upper end and the lower end, the metal roller 251A and the swing shaft 252A are in a direction of F of an arrow and swung in only a swing distance d part in mutually reverse directions.
