PROBLEM TO BE SOLVED: To solve the problem that a user tends to miss exercising the right to receive a discount, even when a discount system is available for the user, since requirements for application of the discount system is complicated. SOLUTION: When a vehicle is on a toll road, an operation button for displaying "privilege guide" is displayed. When a finger or the like touches the operation button, whether or not a present use situation of the toll road by the vehicle fulfills acquisition conditions for acquiring a privilege relating to use of toll roads, is displayed. When predicted passage time fulfills a time condition if a rest is taken at a SA (service area)/PA (Parking area), even if the present time does not fulfill the time condition, the time condition "0:00-4:00" is displayed. Moreover, since the predicted passage time does not fulfill the time condition in the case of Tokorozawa I.C (Interchange) and Tsurugashima I.
