PROBLEM TO BE SOLVED: To make it possible to attain lowered voltage of a bias voltage in an optical modulator provided with a signal electrode to which a modulation signal for modulating light propagating in an optical waveguide is applied and a bias electrode to which the bias voltage for controlling the operational point of the modulation signal is applied. SOLUTION: In a buffer layer provided between a substrate having an electrooptical effect and the bias electrode, the buffer layer is not provided and the bias electrode is formed directly on the surface of the substrate in a region where no optical waveguide is present on the substrate under the bias electrode.
