PROBLEM TO BE SOLVED: To automatically discriminate whether a moving cable is in the state of being caught by an obstacle in a hoistway or not without relying on manual operation. SOLUTION: Displacement sensors 8A, 8B detect minute displaced amountsδA,δσB of movable plates 6A, 6B fluctuating according to the position of a car 1. A cable state discriminating means 13 discriminates whether or not the moving cable 5 is in the state of being caught by the obstacle in the hoistway by determining whether or not these displaced amountsδA,δB come within the ranges of upper and lower limit values LA1, LA1 and upper and lower limit values LB1, LB2 set according to the position P of the car.
