PROBLEM TO BE SOLVED: To provide an illuminator capable of achieving the stabilization of light quantity, miniaturization in the scale of an image reader and the improvement of light emitting efficiency, and the image reader and an image forming apparatus. SOLUTION: The illuminator is equipped with an optical unit 100 constituted of: a laser module 1 emitting coherent light; an optical fiber cord 3 guiding the emitted coherent light; a phosphor light emitting part 5 converting the coherent light guided by the optical fiber cord 3 into visible light; and a light transmission body 8 converting the visible light into a linear light source so as to emit light.
