PROBLEM TO BE SOLVED: To further improve a withstanding voltage and durability of an electric double layer capacitor containing graphite in a polarizing electrode. SOLUTION: The electric double layer capacitor has a carbonaceous positive electrode and a carbonaceous negative electrode, which are dipped in a non-aqueous electrolytic liquid dissolving a solute in a non-aqueous solvent. The carbonaceous positive electrode contains graphite particles as an electrode active material. The carbonaceous negative electrode contains active carbon-carbon composite particles having active carbon particles and carbon layers which cover the active carbon particles as the electrode active material.
