PROBLEM TO BE SOLVED: To provide a hydraulic drive unit in an industrial vehicle which drive unit adjusts the operation sensitivity of an operating lever. SOLUTION: The hydraulic drive unit has a neutral holder 18 which holds the operating lever for operating a control shaft of a hydraulic pump at a neutral position. The neutral holder 18 is composed of a bar member 22 having a holding plate 21, a pressure plate 23, and a compressive spring 24 disposed between them, a nut 25 which is screwed on an end of the bar member 22 and moves the pressure plate 23 to adjust an energy-applying force of the compressive spring 24, a first cylindrical member 27 which holds the bar member 22 via the holding plate 21, and a second cylindrical member 28 which is screwed into an opening of the first cylindrical member 27 to come in contact with the pressure plate 23 and regulate the free movement of the bar member 22 in the first cylindrical member 27.
