摘要 PROBLEM TO BE SOLVED: To accurately perform the control operation in an earthquake even if an occurring earthquake has a possibility of causing a long-cycle earthquake vibration. SOLUTION: The real time earthquake information to be output from a real time earthquake information supply source 2 onto the Internet 1 contains earthquake occurrence time (time point of detecting a P-wave), place of the hypocenter, a magnitude value and depth of the hypocenter. A control operation command means 3 estimates the arrival time of the S-wave and seismic intensity of that time based on the real time earthquake information, and determines whether the earthquake control operation is to be done or not. However, in case wherein a long-cycle earthquake occurrence predicting means 5 predicts that a building A is to be hit by a long-cycle earthquake, priority is given to a result of the prediction, and even if a result of determination by oneself is that the control operation in an earthquake is unnecessary, the control operation command in an earthquake is output to operation control means 4A, 4B, ..., 4N.
