PROBLEM TO BE SOLVED: To provide an aluminum fin material for heat exchangers which has excellent hydrophilicity and is excellent in immediate effectiveness and sustainability of mildew-proofness and/or antibacterial property and a heat exchanger using the material. SOLUTION: The aluminum fin material comprises a substrate 2 of aluminum, a first coating 3 of a urethane type resin 32 containing a first antibacterial agent 31 and having a thickness of 0.5 to 10μm, and a second coating 4 of a hydrophilic coating 42 containing a second antibacterial agent 41 and having a thickness of 0.5 to 2μm. The urethane type resin 32 has a glass transition temperature of 0 to 100°C. The content of the first antibacterial agent 31 in the first coating 3 is 1 to 30 parts by weight and the first antibacterial agent 31 has a water solubility exceeding 0 ppm and not higher than 10 ppm, an average particle diameter of 0.1 to 1μm and not more than the thickness of the first coating 3. The content of the second antibacterial agent 41 in the second coating 4 is 0.1 to 5 parts by weight and the second antibacterial agent 41 has an average particle diameter not more than the thickness of the second coating 4.
