PROBLEM TO BE SOLVED: To provide mulching material having no need of disposal of ash and having excellent effect of preventing growth of weeds; to provide a vegetation base material suitable for growth of trees; and to provide a greening construction method facilitating nature conservation better suited to each of local lands. SOLUTION: The mulching material 1 is obtained by crushing mowed-down trees and weeds, subjecting the crushed mowed-down trees and weeds to heating pressurization, and drying the heated/pressurized trees and weeds so as to be sterilized by heating pressurization and drying them to be fermented so as to turn into nutrient elements. The vegetation base material 3 is obtained by admixing plant seeds to the obtained mulching material 1. The greening construction method comprises using local seeds 2 of the land to be greened, as the seeds to be admixed to the vegetation base material 3 to be sprayed to the construction surface to efficiently carry out greening construction suited to the landscape of each of the local lands.
