PROBLEM TO BE SOLVED: To provide a controller for a continuously variable transmission which attains speed change performance desired by a driver, in a speed change controller for a vehicular continuously variable transmission having a manual shift mode for changing stepwise a speed change ratio for the continuously variable transmission to be brought into a prescribed speed change ratio defined in every shifting position, according to an up and down operation by the driver, in the continuously variable transmission for changing the speed change ratio continuously. SOLUTION: The continuously variable transmission has: an upper limit vehicular speed input means 86 for inputting an upper limit vehicular speed set optionally by the driver; and a speed change ratio setting means 98 for determining a sequential gear ratio of a change gear ratio corresponding to each of the plurality of shifting positions, based on the input upper limit vehicular speed, and a fixed speed change ratio corresponding to the each shifting position is thereby determined, based on the upper limit vehicular speed determined by the driver, by the speed change ratio setting means 98.
