PROBLEM TO BE SOLVED: To provide a PVA (polyvinyl alcohol)-based flame retardant fiber substantially containing no halogens, highly flame retardant and excellent in various characteristics such as mechanical characteristics, graceful properties and the like, an efficient method for producing the same, and a spun yarn and a fabric using the fiber. SOLUTION: The PVA-based flame retardant fiber comprises a vinyl alcohol-based polymer (A), a phosphor-based flame retardant (B) and a phyllosilicate (C) and satisfies the following items (1) and (2); (1) the vinyl alcohol-based polymer (A) has a degree of crystallization of≥40% and a degree of orientation of≥45%; (2) the phyllosilicate has an average interlayer distance of≥20Å, which is measured by wide angle X-ray diffraction.
