PROBLEM TO BE SOLVED: To maintain flexibility even if attached to a chair, seat, handle, grip, curtain, as well as wear, with no feeling of foreign-body. SOLUTION: A flexible PTC heating body comprises a base material 3 in which a first resin layer 2 and a first fiber layer 1 are stacked; a pair of electrodes 4 formed on the surface of the resin layer 2 of the base material 3; a PTC resistor 5 formed on the surface of the pair of electrodes 4, a coating material 11 in which a second fiber layer 8 and a second resin layer 7 are stacked capable of being thermally fused to the first resin layer 2 to cover the entire surface of the base material 3, electrode 4, and PTC resistor 5; and a pair of feeders 6 formed at the ends of the pair of electrodes.
